Sabine opens in Paris, Texas
The old Westgate Apartments in Paris, Texas, sat empty for about ten years. On October 23 the Savoy team opened them as Sabine, 124 apartments for people who work in Paris and Lamar County.

On October 23, 2026, we held the grand opening for Sabine, 124 apartments in Paris, Texas. People in Paris know the property as the old Westgate Apartments. It sat empty for about ten years. When we bought it, a tree was growing inside one of the units.
It was in rough enough shape that we had a hard time finding a bank willing to finance it. The City of Paris and Lamar County each put a tax abatement behind the renovation, and the Savoy team kept at it.
Mayor Mark Pankaj, Mayor Pro Tem Gary Savage and City Manager Rose Beverly came out for the opening, along with Triniti Frazier from the city’s planning department and Paul Allen, president of the Lamar County Chamber of Commerce. One visitor toured an apartment, signed a lease on the spot and moves in Monday.
As of opening day, more than 20 apartments are leased and 30 more are ready for move-in. The rest of the construction finishes in the next few months. All of it is housing for the people who work in Paris and Lamar County.
None of it happens without the Opportunity Zone program. OZ brought patient capital to a town that doesn’t usually see it.
