The Parker opens in Lake Cliff
The ribbon cutting for The Parker, 127 new apartments in the Lake Cliff neighborhood of North Oak Cliff, and the sixth new building the Savoy team has finished there.

On October 15, 2026, we cut the ribbon on The Parker, 127 new apartments on Comal Street in the Lake Cliff neighborhood of North Oak Cliff. Aaron Eaquinto and Keith Pomykal of the Dallas Public Facility Corporation joined us, along with Jake Ettinger from Council Member Chad West’s office, neighbors and the partners who made it possible.
It is the sixth new building the Savoy team has finished in the neighborhood, and the biggest. Through the partnership with the Dallas Public Facility Corporation, 51% of the apartments are rent-restricted for 75 years: 41% for households earning 80% of the area median income or less, and 10% for households at 60% or less. The Dallas Streetcar and downtown are a short walk away.
When we started, this part of the neighborhood was a hard place to invest. But everything was already here: the streetcar, Bishop Arts, the park, downtown. We were the hole in the donut. Buying the worst buildings first and fixing them is what made it possible to build on the vacant land next to them, and every new building makes the blocks around it better.
The Parker is also the reason Savoy has its own ground-up construction team. When the original contractor couldn’t continue, our team took over the job, with the lender and the Dallas PFC signing off, and carried it through to the finished building.
The site is in an Opportunity Zone. The tract was designated in 2018 and has been nominated again for the new permanent program. It took patient capital, willing to hold for ten years on a block most investors wouldn’t have driven down, to get this built.
